I would recommend either going to a dermatologist... or a spa! Seriously, go get a facial... They usually clear things up in 1 - 2 treatments (depending on what you choose to get) Go for a consultation before your appointment and ask alot of questions and get a tretment plan worked out! It worked wonders for me...I have the worst black heads and i have no clue how to get ride of them no matter what i try they stay planted
I'd suggest going to a dermatologist...I to have this problem...I use proactive and the pore strips but it doesn't seem to work. So I guess this is what we both should do!

I guess that sucks.. someitmes when I have blackheads, i squeeze them kind of like whiteheads. I';m not recommending it as it probably causes scars. But for you, I'd get a washcloth, wet it with really warm water, hot but not burnign hot, and put it on your face for a minute or 2. after that wipe it dry and put the strip on. try different brands too, and make sure they're stuck on good before you pull.
Have you seen a dermatologist? I was in a similar situation and after getting some antibiotics, Differin and Clindamycin from my derm, I saw a very noticeable reduction in my blackheads. However, your dermatologist will need to assess your skin and overall health to determine what's best for you as skin care regimens can be very individualized. I also made dietary changes that included less oil, less fat and less fried starches like chips and crackers and that helped too. Drinking a lot of pure water definitely can help your skin as well as eating plenty of fresh fruits and vegetables.
