The biggest problem is keeping down excess heat. It always seem to cause an irritation. Don't shave during the early part of the day, only after the sun has set. Then try and do it on a cooler day, not when it's 90 and humid. The humidity will make it worse.
Once you've shaved, get some vinegar and put in on all the shaved skin. It might sting a bit, so brace yourself. Once it has absorbed into the skin, notice how cool the skin is to the touch. That's to keep inflammation at bay. Then you can apply some aloe vera gel. It can help soothe the razor burn and maybe prevent swelling. Then, seeing as how you got ingrown hairs, put some baby powder on it. Try and not wear clothes at first, let the skin breathe and let fresh air circulate into and around the raw skin.
Remember, it's going to itch and you absolutely cannot scratch it or it will swell and probably become infected. Once that swelling sets in, the hair will get trapped inside and you will have to wait for it to grow out enough to scratch it open and get that out of there. As long as it's trapped under the skin, it's not going to go away by itself. I got a straight pin and tried to pluck it out. It's not pleasant, but once it came out the pinkness and swelling subsided and it healed.
Don't exercise after you shave. Don't get moisturizing lotion on it and definitely don't get suntan lotion on it. It will clog your pores. If you can, try going swimming in a pool or the ocean. The salt water would be cleansing and the chemicals in pool water would dry it out. Don't go to a health club or use their whirlpool, there are too many germs. This applies to those first 2 or 3 days, not all the time. If you can get through this initial stage, it's more likely you will do better.

I assume you're using shave gel, warm water, and a fresh razor when you shave? If not, you need to start.
Also, consider using an aftershave like Tendskin (for both men and women) to calm and cleanse the skin. Neosporin also works well to soothe redness.

Most likely your hair is oily and making your hair dirty then become acne then become black heads. Trying keep your head clean by washing your head daily and keep your hand away from touchin g your head. to get rid of black head is only by squeezing it out...(it's gross but only way).
