What bird has a grey body, black head, and a white ring around its neck? Also has a really long beak?

Sounds like an black headed heron (they occur in Africa). Not sure about the white ring, though. Fairly big bird, often near water.

Where are you ? Location is important because of season and migratory factors. Also, is it a small bird or a large bird.
Depending on where you live, it sounds similar to the ibis bird. An ibis bird quite often just sits around on fences and has a really long funny looking beak which it uses to dig around in the ground looking for grubs.
It might be a killdeer - or maybe not.
